Why LA balcony repair is different

Los Angeles has three things working against wood-framed balconies at once: marine-layer moisture, aging 1960s–1980s multifamily stock, and one of the most active building-department enforcement environments in California (LADBS, plus city departments in Beverly Hills, Santa Monica, West Hollywood, Pasadena, Burbank, and Glendale). Repairs done without permits or without documented waterproofing details won't satisfy §17973, and under §17973(i)(2) a civil penalty of $100–$500 per day, set by the local enforcement agency, applies where required repairs remain incomplete after the statute's repair and notice sequence.
