What SB 721 requires in Pasadena

California SB 721 requires owners of apartment buildings with three or more units to have their Exterior Elevated Elements (EEEs) inventoried and inspected — a random sample of at least 15% of each EEE type, with scope expanded where conditions warrant — balconies, decks, stairs, walkways, and landings elevated more than 6 ft with wood-framed structural support — before January 1, 2026, and every six years after. Under Health and Safety Code §17973, owners must retain inspection reports for at least two inspection cycles. A local enforcement agency may require the initial report, final report, or both to be submitted. Conditions presenting an immediate safety threat require immediate preventive measures, including restricting access where necessary. Non-immediate corrective work follows the permit and completion timelines in §17973, subject to any extension granted by the local enforcement agency.
