Under Health and Safety Code §17973, where a condition poses an immediate threat to the safety of occupants, preventive measures — including preventing occupant access to the element where necessary — must be taken immediately, and the inspector must deliver that report to the owner and the local enforcement agency within 15 days. For corrective work that is not an immediate threat, the owner must apply for a permit within 120 days after receiving the report and complete the repairs within 120 days of permit approval unless the local enforcement agency grants an extension.
