What the Repair Scope Covers

Corrective work on exterior elevated elements across Los Angeles County, performed under permit by RetroCal. Each area below is a distinct part of the scope and a repair contract can include one of them or all of them. Our repair estimate will have optional works that you may select to be completed.

Reviewing an existing inspection report

Every repair scope starts from the signed inspection report rather than a walk-and-guess estimate. We read the findings element by element, separate conditions the inspector flagged as an immediate threat to safety from the rest, and check whether the report calls for further investigation before a repair can be designed. Where the report samples only part of the property, we identify which unsampled elements share the same detail and are therefore likely to need the same work — and we say so as a recommendation, not as a finding of our own.

Structural framing repairs

Deteriorated load-bearing components are repaired or replaced under permit: joist sistering or full joist replacement, ledger removal and replacement at the wall interface, post, beam, and landing rebuilds, and replacement of corroded connection hardware. Repairs are built to the details approved on the permit and to current California Building Code requirements, not to the original construction detail that failed.

Waterproofing and flashing

Most wood-framed balcony deterioration in Los Angeles traces back to water at an edge, a penetration, or a wall interface. We install code-approved deck-coating systems — RetroCal is an approved applicator for Pli-Dek — together with the flashing, drip edge, wall transitions, and drainage that the coating depends on. Coating over an unresolved flashing detail is treated as an incomplete repair.

Guardrail and handrail replacement

We fabricate our own guardrail and handrail systems, galvanized and powder coated. Replacements are built to current code requirements for height, opening size, and load, and attachments are detailed into sound framing rather than into the deck surface. Where the railing was loose because the embedded post base or baseplate corroded, the framing beneath it is repaired first.

Design and permit coordination

Our in-house team prepares the repair details needed for permit submittal, submits to the local building department, and responds to plan-check corrections. Health and Safety Code §17973 requires the owner to apply for a permit within 120 days of receiving the report and to complete repairs within 120 days of permit issuance, with an extension of up to 120 days available from the local enforcement agency for good cause — so permit submittal is treated as a dated deliverable, not an afterthought.

Construction inspections and documentation

We call the required inspections, keep the work open for framing and waterproofing observation where the permit requires it, respond to correction notices, and close the permit out. At completion we assemble the permit records, photographs, and product documentation for the repaired elements so the owner has a file to produce when the local enforcement agency asks. Under §17973, the permitted repair is inspected and approved by the local enforcement agency — not signed off by the contractor performing it.

What Affects Repair Cost

  • How many elements the report flags, and how many share the same repair detail.
  • Depth of the deterioration — surface coating replacement versus joist, ledger, or post replacement.
  • Whether the wall interface has to be opened and re-finished, including stucco patch-back and paint.
  • Whether guardrails can be reused or must be replaced to meet current code.
  • Access and staging: ground access, lifts, scaffolding, and shoring requirements.
  • Plan-check and permit requirements of the specific building department.
  • Whether occupied units limit working hours or require phased access.

What Affects Project Duration

  • Whether a condition was reported as an immediate threat, which moves shoring and removal from service ahead of the permanent repair.
  • Time to prepare repair details and the plan-check turnaround at the local building department.
  • Number of elements and how many can be worked at once without cutting off tenant access.
  • Material and fabrication lead times, including guardrail fabrication and coating systems.
  • Weather windows, since waterproofing systems have application conditions.
  • The number of city inspection holds in the sequence and their scheduling.

Working From Another Inspector’s Report and Around Your Tenants

You do not have to have been inspected by us. We regularly perform corrective work from reports prepared by another qualified inspector, and we scope directly from that report so the repaired elements match the findings the enforcement agency will be looking at. If the report leaves a condition unresolved or calls for further investigation, we say so before contracting rather than absorbing it into an estimate.

Work on occupied apartment buildings is sequenced around tenant access. Balconies and walkways are the path to people’s front doors, so we phase the work so units keep a usable route, coordinate access and notices through your on-site manager, and keep one point of contact for the property throughout. Framing, waterproofing, and guardrail work are performed by our own crews, which is what makes that sequencing possible.
