Apartment Balcony and Walkway Inspections in South Pasadena
Multifamily housing is a large part of South Pasadena. The City's May 2023 Housing Element lists 5,534 multifamily housing units as of 2020—roughly half of the city's housing stock. Those figures count housing units, not buildings, and do not indicate how many properties are subject to SB 721.
An older building does not automatically have unsafe balconies; the inspection findings determine the next steps. RetroCal inspects balconies, decks, exterior stairs, landings, and shared elevated walkways, then explains what the conditions mean for your property.
South Pasadena is its own municipality. City of Los Angeles LAHD procedures do not apply here—local questions go to the City of South Pasadena.
What Your SB 721 Inspection Includes
Under Health and Safety Code §17973, SB 721 applies to buildings with three or more multifamily dwelling units that have exterior elevated elements: load-bearing components with a walking surface more than six feet above ground, supported wholly or substantially by wood or wood-based products. January 1, 2026 was the general initial deadline, with statutory exceptions and different timing for certain newer buildings; inspections then recur every six years.
- An inventory of each type of exterior elevated element on the property
- Inspection of a random sample of at least 15% of each element type, expanded where conditions warrant
- A signed written report with photographs, findings, and condition classifications
- Identification of any condition that presents an immediate safety threat so preventive measures can begin
- Prioritized repair recommendations to support planning and budgeting

Balcony Repairs on Older and Historic Properties
When a report calls for corrective work, RetroCal can coordinate balcony repairs—structural framing, waterproofing, flashing, and guardrails—through permitting and close-out. Owners are free to obtain proposals from any qualified licensed contractor. South Pasadena maintains an inventory of historic resources; if you are considering changes to balconies, exterior stairs, or railings, check the property's designation and any applicable review requirements first.

South Pasadena Permits and Exterior Alterations
The Cultural Heritage Commission page describes Certificate of Appropriateness requirements for exterior alterations affecting listed historic resources, with exemptions for painting and routine maintenance. Whether review applies depends on the property's status and the repair scope—it is not required for every apartment or every repair.
On August 11, 2026, the City announced a new online building, planning, and public works permitting system. Refer to that announcement and the City for current submission instructions; RetroCal does not control local procedures or agency decisions.
South Pasadena SB 721 Inspection FAQs
Does SB 721 apply to apartments with shared elevated walkways?
It can. Health and Safety Code §17973 covers buildings with three or more multifamily dwelling units that have exterior elevated elements—balconies, decks, stairways, walkways, and entry structures with a walking surface more than six feet above ground and structural support that relies wholly or substantially on wood or wood-based products. A shared elevated walkway that meets that definition is included.
How can historic designation affect balcony repairs?
If a property is a listed historic resource, exterior alterations may need a Certificate of Appropriateness from South Pasadena's Cultural Heritage Commission; painting and routine maintenance are described as exempt. Not every apartment is listed, and not every repair triggers review—check the property's designation with the City before planning changes to balconies, stairs, or railings.
Does an older balcony automatically need replacement?
No. Age alone does not make a balcony unsafe. The inspection findings—moisture, decay, fastener and flashing conditions, and railing performance—determine whether a component needs monitoring, repair, or replacement.
What should I do if my required inspection is overdue?
January 1, 2026 was the general initial deadline, with statutory exceptions and different timing for certain newer buildings. If your property was required to be inspected and has not been, schedule the inspection now so findings and any corrective work can move forward.
What determines my inspection quote?
The number and type of exterior elevated elements, building access, the sample size needed to reach at least 15% of each element type, and whether conditions warrant expanding the scope. We quote after reviewing your property details.
